I think in reality this video explains is all rather well.
From an NComp@ss point of view – I can test your website in a few minutes, just let me know. However to solve the issue if you want to comply I am going to need to quote a fee to do it.
90% of websites made by me have Google Analytics and to comply with the law we need to ask permission.
Many of our websites only have Google Analytics cookies and so the alternative option would be to remove Google Analytics, but this would mean you wouldn’t know how many visitors were looking at your website.
Overall, my recommendation is to do nothing for as long as possible. Bigger forces at work should start solving this issue that affects 92% of all websites.
